Riften Maramal is a priest of Mara who sells the Amulet of Mara. He can initially be found at The Bee and Barb in Riften then later at the Temple of Mara. He is the one who explains the mechanism of marriage within the game and also the one who performs the marriage ceremony once the Dragonborn finds a mate.
How do you get the Maramal Amulet of Mara?
You can buy one from Maramal in Riften. He is usually in the Temple of Mara, and sells it for 200 gold. He also happens to be the guy who carries out the marriage ceremony, and explains the whole process before he’ll sell one to you. You can often find him in the tavern, too.
How do you get married in Skyrim without Maramal?
Push the query further to receive the option to purchase the Amulet of Mara from him for 200 gold. You can’t get married without talking to Maramal! NOTE: Maramal can be found in the Temple of Mara within Riften if he’s not at the inn.

If you arrange a marriage after 8 PM and before 8 AM the next morning, you must enter the temple between 8 AM and 8 PM. If you’re inside, the marriage won’t start. If you arrange a wedding after midnight do not wait a full day until 8 AM, you will miss the ceremony and fail the quest.

Maramal is usually found either in the Temple or walking around the city. Upon your first visit to Riften, Maramal can be located at the Bee and Barb. There is a scripted scene of him preaching that is activated upon your entrance into the inn. Until then, he will not leave and cannot be found anywhere else.
